Ken Livingstone stood unrepentant over his decision to extend London's congestion charge area in 2007, despite fierce backlash from business and transport groups, Westminister Council and London Assembly opponents. "Congestion zone doubles as mayor ignores objectors"(Telegraph, 1/10). While Mr Livingstone denied that he dismissed "residents' and companies' concerns out of hand"(Independent, 1/10), he claimed that he was "not persuaded by their objections"(abcmoney.co.uk, 1/10).

While Mr Livingstone admitted that his decision "would be unpopular"(ePolitix, 30/9), he may not have been prepared for the weight of criticsm that erupted with his official announcement. London Assembly transport spokesman Geoff Pope said the decision was simply, "the wrong scheme at the wrong time"(Independent, 1/10), while Nick Goulding of the Forum of Private Business stated the move constituted a "'body blow' for business"(eGov Monitor, 2/10).

Mr Bridgett (London Chamber of Commerce) also highlighted the manner in which Mr Livingstone dealt with his opponents' concerns, which he asserted had been "received, understood and blatantly ignored"(Telegraph, 1/10). "This is more like East German-style democracy",claimed Angie Bray, London Assembly Conservative spokesperson (ePolitix, 30/9). Unfortunately, Mr Livingstone was unable to answer his critics, as he was reported to be "too busy to speak to the press"(Times, 1/10).
