Echo Case Study:A Middle Eastern government communicates better with its citizens

Well before the 2011 popular uprisings in the Middle East, an Arabic Gulf state government recognized the importance of keeping up with the fast pace of change. Although it had revolutionised living standards and laid a long-term platform for its economy post-oil, it sought to create a better understanding of the implications for citizens no longer dependent on the wealth of 'black gold'.

The newly created Government Communication Office asked Echo to undertake a Reputation Audit inside and outside the country to set the strategic directions for its first ever communication strategy, connecting the ambitions of the leadership, the attitudes of their people, and commentary in social and mainstream media.

Using Echo's I3 methodology, benchmarks and Key Performance Indicators were set. Hundreds of interviews in English and Arabic were integrated with an 18-country media analysis. Quarterly debriefing highlighted the movement of the reputational needle against strategic objectives, and examined areas of learning, improvement and focus for future planning and resourcing.

As further endorsement of the vision and commitment the client demonstrated to evidence-based strategic communication on this important journey for the nation, The European Association of Communication Directors recognised this project from among 1,500 entries, as its outright winner for Research and Evaluation at the European Excellence Awards.
